"The Unknown Money" and the U.S. Constitution

While no one in a relatively normal state of mind should have doubt that the "picking-up" of "Unknown Money" is ILLEGAL in the United States and most other countries, the question remains as to whether the promotion of the concept is legal and falls under the First Amendment of the U.S. constitution or not.

Can a pro-Velayat-e Faqih cleric "express himself" and preach this "religious" concept to his followers or not? Obviously, there is a clear distinction between talking about a concept and moving on to actually applying and practicing it.

Say the pro-Velayat-e Faqih crowds establish a "university" in the United States, can they offer courses that explain the merits of the concept of picking-up the "Unknown Money" of people who have different creeds? Should the students choose to apply the concept, should not the clerics who promoted it be considered instigators and partners in the crime?
